Introduction

City Council adopted By-law No. 7380 to establish a downtown housing incentive program to support the construction of new market dwelling units downtown that align with the vision for downtown as set-forth in the Downtown Secondary Plan.

Incentives Overview

a. Applicants for projects in areas 1, 2, or 3 as shown in the map below qualify for as-of-right financial incentives. Applicants within these areas may make a request for additional incentives.

b. Applicants for projects in area 4 may make a request for a Tax Credit financial incentive which would be subject to City Council’s review and approval.

c. Applicants approved for financial incentives will be required to enter into a funding agreement with the Municipality.

* The tax abatement will reimburse a portion of the municipal property tax increase resulting from increased assessment. The tax credit does not include special taxes, local improvement levies, or other such charges or fees property imposed by the municipality on municipal taxes.

How to apply?

Requirements

a. The applicant must be the property owner(s).

b. The property must be free of any orders, outstanding taxes, and utility charges or other amounts owing to the municipality.

c. The property must be located within the Downtown Brandon Secondary Plan Area as shown in Schedule “A” of the by-law.

d. The program supports any new dwelling unit creation including:

i. New building construction

ii. Additions

iii. Conversions of existing non-residential to residential

e. Following construction, the building must include a minimum of three dwelling units, and no less than 50% residential floor area.

f. Dwelling units within the proposed project must be greater than 500 sq. ft.

g. Application must be received prior to the commencement of construction or development on the project.

h. The proposed project must not have received incentives or funding through the affordable housing incentive by-law or any other affordable housing incentive.

i. The proposed project must have all required municipal land use and permitting approvals and comply with all municipal development requirements and standards.

Review & Approval Process

a. Submitted applications will be reviewed within 10 business days of submission to ensure it is complete and forwarded to a review committee.

b. The committee will review the application and meet within 10 business days of receiving it to determine if the application will be approved for the as per the as-of-right incentives.

c. Applications that are consistent with the as-of-right incentives as outlined in the by-law are approved by Administration. The approval of applications will consider the expertise and experience of developers.

d. The City reserves, at its discretion, the right to approve or deny all applications.

e. Applications requesting above base level funding will be reviewed as per alignment with downtown vision, financial viability to proceed, and demonstration of market gap. If the application is determined to be considered, staff will prepare and present a proposal to Council.

f. Applicant will be notified on the approval status of the application outlining next steps.
