City Council adopted By-law No.7379 to establish an Affordable Housing Incentive Program to support the construction of affordable dwelling units within the City of Brandon.
* Capital Grant
o Priority for capital grants will be given to supportive or transitional housing projects for priority populations as defined by CMHC, including people experiencing or at risk of homelessness. Must receive financial support by another level of government as this program is intended as a supplementary “top-up” to funding.
** Tax Abatement Grant
o Applies to any increase in the total assessed value of a property from the base year resulting from the development of an eligible project.
o The tax credit does not include special taxes, local improvement levies, or other such charges or fees properly imposed by the municipality on municipal taxes.
a. The applicant must be the property owner(s).
b. The property must be free of any orders, outstanding taxes, and utility charges or other amounts owing to the municipality.
c. The property must be located with in the City of Brandon.
d. The program supports new dwelling unit creation including:
i. New building construction, additions, or conversions of existing non-residential to residential (not for renovations).
ii. A residential rental dwelling unit renting for up to median market rent (established annually by the CMHC) or at rates determined by a Provincial (MHRC) or Federal (CMHC) affordable housing program (min 3 units) OR
iii. A co-operative dwelling unit meeting affordability rates as established by the CMHC co-op housing development program (min 3 units). OR
iv. An owner-occupied dwelling unit that that sells for a mortgage geared to income program run by a non-profit organization or Indigenous government or at a price determined by a Provincial (MHRC) or Federal (CMHC) affordable housing program.
e. Application must be received prior to the commencement of construction or development on the project.
f. The proposed project must not have received incentives from the City of Brandon Downtown Market Housing Incentive Program.
g. The proposed project must have all required municipal land use and permitting approvals and comply with all municipal development requirements and standards.
h. Rent limits and occupant(s) maximum annual household incomes for Affordable Units are set annually within the Affordable Housing Rental Program Income Limits from Manitoba Housing. Alternatively, the limits may be determined by the terms of other funding programs used for the project offered by higher levels of government (ie: CMHC).
i. Minimum 70% of building must be residential
j. Affordable and market units can be in the same development. Minimum 50% of residential units must meet affordability criteria
k. Eligible affordable units must remain affordable for 20 years
